This procedure describes the method for evaluating the need for and issuing of Timely Warnings. This procedure will accompany the Emergency Notification and Timely Warning Policy. While this Procedure accompanies the Policy, it is not part of the Policy itself. Capitalized terms used but not defined in this procedure have the meaning assigned in the Emergency Notification and Timely Warning Policy.
A Timely Warning will be issued when a qualifying Clery Crime that has occurred within Clery Geography is observed by or reported to a Campus Security Authority or UAPD.
A Timely Warning is not required if an Emergency Notification has already been issued for the same circumstances and included information sufficient to meet the intent of a Timely Warning.
Timely Warnings will be issued to alert members of the Campus Community in a manner that is timely and will aid in the prevention of similar crimes.
An alert may be issued for crimes occurring on or near Clery Geography which do not meet the criteria for issuance of a Timely Warning, if university officials determine the incidents represent a serious or ongoing threat to campus safety.
The decision to issue a Timely Warning will be made on a case-by-case basis and include evaluation of all Clery Crimes and consideration of factors such as the nature of the crime, whether a continuing danger to the Campus Community exists, and the possible risk of a warning compromising law enforcement efforts. The evaluation may include consultation with local law enforcement when appropriate.
Prior to issuing a Timely Warning, no less than three of the following individuals will confer to collectively determine whether it is appropriate to issue a Timely Warning. One of the three must be the Chief Safety Officer or designee.
- UAPD Chief of Police
- UAPD Deputy Chief
- UAPD Lieutenant
- Chief Safety Officer or designee
If the listed officials are unavailable, a designated UAPD command officer may issue a Timely Warning immediately.
In cases where there has been a breach of computerized data involving the acquisition of and access to personal information as defined in A.R.S. section 18-551, the Chief Information Security Officer or their designee will be consulted and will be part of the decision process.
When it is determined that it is appropriate to issue a Timely Warning, one of the following individuals who is not a sworn police officer will be contacted for external conferring:
- General Counsel or designee
- Chief Communications and Marketing Officer or designee
- Vice President for Student Affairs or designee
UAPD Command Staff or designee is responsible for issuing Timely Warnings.
A Timely Warning will typically include as much information as is known about a Clery Crime to promote safety and aid in the prevention of similar crimes. Such information should include:
- The details of the crime
- A description of the suspect (if known)
- Information on whom to contact about the investigation
- Timely crime prevention tips to prevent similar occurrences
- Time of the incident
- Location of the incident
- Type of crime
Personally identifiable information about victims, such as names, is not included.
A Timely Warning is disseminated as soon as pertinent information about a Clery Crime is Confirmed, even if not all facts surrounding that crime are known. Follow-up information will be issued as it becomes available.
The primary method for dissemination of a Timely Warning will be the University’s campus-wide email system. The email is sent by a UAPD officer and is distributed via a UAPD notifications listserv.
Timely Warning emails will be sent to all Employees, Students, and DCCs who have been issued a University email account.
Other methods used to supplement email dissemination in order to promote community-wide knowledge may include, but are not limited to:
- UAPD website
- University and UAPD social media sites
- Flyers, posters, or notices
- Other methods and/or combinations of methods.
Crimes reported to a pastoral or professional counselor, when acting in their professional counseling capacity, are exempt from the Timely Warning process.
Clery Crimes are listed and defined in the University Compliance Clery Crime Definitions.

When these procedures are revised, the following individuals will be notified:
- UAPD Chief of Police
- UAPD Deputy Chief
- UAPD Lieutenant
- Chief Safety Officer
- Chief Compliance Officer
- Chief Communications and Marketing Officer
- Vice President for Student Affairs
